Many Finnish local authorities have started to implement BSC as a tool of performance measurement. The original Balanced Scorecard model developed by Robert S. Kaplan and David P. Norton first in 1992. In Finland The Commission for Local Authority Employers 2002; Lumijrvi 1999 ; has applied this model to local authorities in 2000. At the same time that local authorities have implemented the model, it has not yet been established how successful the implementation process has been. How have the different applications of BSC-model changed the decision making procedures in local authorities? Is describing the state of the personnel been taken as part of performance measurement information? Kaplan and Norton 2001; 2004 ; and Niven 2002; 2003 ; have presented some examples of application of the model in the municipal sector in the USA. Johnsen 2001 ; has presented the review of the use of BSC on municipal performance measurement. Kloot and Martin 2000 ; have reported on research into performance management system in local government using the four dimensions of balanced scorecard. This paper describes how the BSC-model has been implemented in the municipality. How should the information which is gained from the renewed performance measurement and how much is it steering the decision making process? The paper is based on research by Sihvonen 2004 ; : with the following sub-questions the paper will try to and find out how the BSC has been implemented: 1 ; How municipal decision makers and leading civil servants experience the availability and sufficiently of performance measurement in their decision making process?.
